MGIS is one of a select number of companies in Canada that has been able to qualify for TBIPS, TSPS, SBIPS, PS Online, Pro Services and THS. In qualifying for these Government of Canada Procurement Vehicles MGIS is able to provide its Public and Major Crown clients with the flexibility of procuring a Real Solution through a vehicles that best suits their procurement boundaries, budget and schedule. MGIS has also positioned itself to support consultants and private companies hoping to do business with the Government of Canada.

 

MGIS Procurement Vehicles:

 

Task Based Informatics Professional Services (TBIPS)

 

A TBIPS requirement is related to a particular activity required to address a specific IT need and is usually associated with a specified set of responsibilities.

The tasks involved are finite work assignments that require one or more consultants to complete. A task involves a specific start date, a specific end date, and set deliverables. Tasks are usually not large projects, although they may be subsets of a larger project. Tasks may require highly specialized work to be performed requiring a rare or unique skill or knowledge for a short period of time.

Tier 1: Requirement Value (GST/HST included): Requirements up to and including $2M

Tier 1 Invitation of Suppliers: Clients may issue a contract to a Supplier that satisfies the requirement particulars as set out in the bid solicitation in accordance with the following:

  • Up to and including $1M: A minimum of three active Suppliers must be invited to submit a proposal including one of the three Suppliers offering the lowest per diem rate, and two random Suppliers.
  • Greater than $1M up to and including $2M - A minimum of five active Suppliers must be invited to submit a proposal, including two of the three Suppliers offering the lowest per diem rate and three random Suppliers.

 

 

Task and Solutions Professional Services (TSPS)

 

The method of supply for Task and Solutions Professional Services (TSPS) is for the provision of Non-Informatics Professional Services, both task and solutions based. This method of supply was developed to cover three core areas of expertise that are commonly and nationally used: Human Resources Services, Business Consulting/Change Management and Project Management Services.

Requirements below the NAFTA Threshold ($78.5K): A minimum of 10 Qualified Active Suppliers (from the pre-qualified Task Tier 1 Active Suppliers) must be invited to compete (including 3 of the 4 highest-ranked (based on lowest ceiling rates) Tier 1 Qualified Active Suppliers, a minimum of 3 other Qualified Active Suppliers of the Identified User's choice and 4 other random Qualified Active Suppliers). Qualified Active Suppliers are given minimum 10 calendar days* to respond

Requirements above the NAFTA Threshold but below $2M: All Tier 1 Qualified Active Suppliers must be invited and Qualified Active Suppliers are given a minimum of 20 calendar days to respond.

Requirements above $2M: All Tier 2 Qualified Active Suppliers must be invited and Qualified Active Suppliers are given a minimum of 20 calendar days to respond.

 

 

Solutions-Based Informatics Professional Services (SBIPS)

 

SBIPS is meant to produce a self-standing, outcome-driven result. Such result does not require any further work and could be used as a reference for future requirements, phases or projects. The vehicle comprises mainly of IT services and, in certain situations, essential goods, whereby a Supplier, such as MGIS, delivers a complete solution to a requirement, phase or project, manages the overall requirement, phase or project and accepts responsibility/risk for the outcome.

SBIPS solutions may comprise of consulting services which are typically team based and deliverable focused, involving advisory work, and thought leadership, innovation or strategy. SBIPS may also include methodologies and processes that may be required to manage the project (including Project Management, Contract Management, Quality Management, Risk Management and Solution Development or any other established and recognized methodologies).

SBIPS can include various business models depending upon the requirement. It may include end-to-end project work where the Supplier is requested to devise a solution to a business problem in which case there may be a proof of concept; or a requirement where there is a business problem and a Supplier comes forward with a methodology, an approach or an already established solution as well as the requisite expertise to enable the Supplier to leverage the value of its methodology and/or approach to deliver the solution.

Tier 1 Requirement Limitation

Clients may allocate work and award contracts to Suppliers in the relevant Domain and Region in accordance with the following :

  1. Requirement valued at or below NAFTA Threshold ($78.5K): Client are encouraged to use the PS Online application for these requirements.
  2. Tier 1 Invitation of Suppliers: Client may issue a contract to an Supplier that best satisfies all the requirement particulars as set out in the bid solicitation in accordance with the following :
    • Up to and including $1M: A minimum of five (5) Suppliers must be invited to submit a proposal in response to a SBIPS SARFP. Of the invited Suppliers, two (2) must be randomly selected.
    • Greater than $1M up to and including $2M: A minimum of seven (7) Suppliers must be invited to submit a proposal in response to a SBIPS SA RFP. Of the invited Suppliers, four (4) must be randomly selected.
  3. Minimum Period to submit proposal: As a minimum, each Tier 1 SBIPS RFP issued under shall provide Suppliers with a minimum of ten (10) calendar days to submit their proposal. The time limit for bidding may be extended based upon the complexity of the requirement.

Tier 2 Requirements:

Tier 2 requirements will be managed by a PWGSC Procurement Representative, on behalf of the Client in accordance with the following:

  1. Tier 2 Invitation of Suppliers: All Tier 2 requirements will be posted on the Government Electronic Tendering System (GETS) only. It will be the responsibility of all Tier 2 Suppliers to access GETS on a continuous basis to ensure they are kept informed of the various Tier 2 requirements available for which they have been qualified to submit bids. All Tier 2 Suppliers qualified in the relevant Domain and Region are invited to submit a proposal in response to a Tier 2 SBIPS SA RFP.
  2. Minimum Period to submit proposal: As a minimum, each Tier 2 bid solicitation will provide Suppliers with a minimum of twenty (20) calendar days to submit their proposal. The minimum period to submit a proposal may be extended based on the complexity of the requirement.

Multiple contracts to be awarded (Tier 1 or Tier 2): Where a bid solicitation may result in multiple contracts, all Suppliers qualified in the relevant Domain, Level and Region will be invited either directly or via the Government Electronic Tendering Service (GETS) to submit a proposal. It will be the responsibility of all Suppliers to access GETS on a continuous basis to ensure they are kept informed of the various requirements available for which they have been qualified to submit bids. All associated documents (Request for Proposal / Statement of Work, etc) will be available for download from GETS.

 

 

PS Online

 

Professional Services (PS) Online is an electronic procurement tool that assists federal departments in the procurement (below the NAFTA threshold) of professional services.

 

 

Pro Services

 

A new method of supply, called ProServices, will be replacing PSOnline. This single, mandatory supply arrangement will contain, initially, categories from Task and Solutions Professional Services [task based] (TSPS) and Task Based Informatics Professional Services (TBIPS).

 

 

Temporary Help Services (THS)

 

Temporary help services (THS), are services that are provided by the resources of temporary help firms. The THS On-Line System is an on-line procurement tool designed to assist Federal Departments in the National Capital Area, in their procurement of temporary help services up to $400,000 (which includes all subsequent amendments, travel/living expenses, overtime and GST/HST) or 48 consecutive weeks, whichever comes first. A call-up/contract can be extended by an additional 24 consecutive weeks but must have the prior approval of PWGSC.
